Bangladesh navy to get 2 submarines

Prime Minister Sheikh Hasina yesterday said her government had moved to purchase two submarines and a coast guard cutter for Bangladesh Navy to modernise and strengthen the force.
“Activities are going on to purchase two submarines from a friendly country,” she told parliament while replying to a lawmaker's scripted query on her government's efforts to modernise the navy, army and air force.
Hasina, however, did not mention the name of the country friendly to Bangladesh and the timeframe for completing the purchase.
The coast guard cutter will be purchased from the USA, she said.
According to a report prepared by the navy in early 2009, the force has planned to introduce an aviation wing and a submarine to its fleet to obtain capability of a three-dimensional force.
The force has already taken steps to build infrastructure and train up its personnel, said the report sent to the armed forces division, a wing under the prime minister's office.
In her scripted answer, the premier said her government has already purchased missile, torpedo for destroying ship and submarine, depth charge, rocket launcher, canon, radar and other weapons for the navy.
Earlier on June 13 last year, Planning Minister AK Khandker, who is in charge of the defence ministry in the parliamentary affairs, told parliament that the government has moved to purchase two off-the-shelf [readymade] frigates, two large patrol crafts, two maritime patrol aircrafts and five patrol crafts for the navy.
In scripted answer to the query, the premier also described her government's various measures to modernise and strengthen the army and air force.

Bangladesh will buy its first submarine

Bangladesh will buy its first submarines to strengthen its naval power in the Gulf of Bengal, said Prime Minister Sheikh Hasina, just days after signing a major defense contract.

"We decided to add soon submarines and submarine base our navy to make a deterrent," Hasina said while presiding over the ceremony of admission to first service warship built in the country. "We will build a modern navy capable of taking action in three dimensions, for future generations. It can cope with any challenge during a war on our maritime border. '

This announcement is the latest sign of Hasina will make significant expenditures in defense, only 9 days after signing a contract with Russia for the purchase of training fighters, helicopters, missiles and anti -tanks.

Bangladesh PM to ink $1.5bn arms, nuclear deals in Russia

 Bangladesh's Prime Minister Sheikh Hasina will sign defence and nuclear energy deals worth $1.5 billion during a three-day visit to Russia which begins on Monday, the government announced.
Hasina flew out the Bangladeshi capital Dhaka on Monday at the head of a 54-member delegation to Moscow where she is expected to hold talks with President Vladimir Putin at his Kremlin offices on Tuesday.
Foreign Minister Dipu Moni told reporters a total of nine accords would be signed during the trip, including a $500 million credit agreement to help fund construction of Bangladesh's first nuclear power plant.
Moni also said Bangladesh would use Russian government credit to enable it to buy a range of defence equipment.
"The amount of the defence purchase deals that are going to be signed is one billion dollars," she told reporters in comments broadcast on Bangladeshi television.
The foreign minister did not give details of the equipment or of the terms of the repayment agreement.
But the mass-circulation Prothom Alo daily said fighter jets, helicopters, armoured vehicles, anti-tank missiles, automatic grenade launchers and radar equipment would all be included in the package.
A.N.M Muniruzzaman, an analyst at the Dhaka-based Institute of Peace and Security Studies, told AFP it was the biggest defence deal ever to be signed by Bangladesh which gained independence in 1971.

Bangladesh wants to buy Russia’s Yak-130 aircraft


Bangladesh’s air forces are interested in buying Russia’s jet trainer/light attack aircraft Yak-130, Sergey Kornev, a representative of the Rosoboronexport (Russia’s state intermediary agency for exports/imports of defense-related products) said Thursday.

He was speaking at the China Airshow 2012 which is underway in the Chinese city of Zhuhai.

Kornev added that Russia will grant a loan to Bangladesh to buy 12 Yak-130 planes and Su-27 jet fighters. He did not mention the sum of the loan.

Bangladesh buying warship from China

Bangladesh government has placed order with China's Wuchan Shipyard for supplying two sophisticated warships, one of which shall be handed over to Bangladesh by next year. The warship sized 64 meter in length with the capacity of 648 tons has highest speed of 28 nautical miles. The manufacturers of these warships are paying attention to the special requisition of the Bangladesh Navy keeping various types of most sophistical weapons and equipment. China earlier supplied similar warships to Pakistan. With the placement of order for supplying warships, Bangladesh has entered new vista of defense cooperation with China.
Bangladesh government has also decided to procure a number of sophisticated helicopters, aircrafts and warships for the domestic security as well as sufficient efficiency of safeguarding country's interest.
Bangladesh Navy has also decided to add Corvet and Off-the Shelve frigate in near future. It has already procured two more warships named 'Bijoy' and 'Dhoshwari'. Sholder launched surface-to-air missile system has been added in these warships. It has purchased two helicopters for another warship named 'Bangabandhu'.
According to information, Bangladesh Navy has earlier purchased 21 units of high-speed boats. Additionally manufacturing of two units of maritime patrol aircrafts, five units of patrol crafts and one oil tanker is undergoing now.

Bangladesh Navy purchases two modern Do 228NG’s

Following customers in Japan, Norway and Germany, the Bangladesh Navy has purchased two modern Do 228NG (New Generation) turboprop aircraft.
The aircraft will be used for maritime air patrol and rescue mission along the countries’ coastline. The two Do 228NGs are the first fixed wing aircraft to be purchased by the Bangladesh Navy for patrolling its coast line. For this purpose, both aircraft are being equipped with special equipment for maritime air patrol operations. This includes radio and navigation aid and other selected systems as well as rescue equipment.
Cost-effectiveness and ease of use seal the decision in Do 228NG’s favour With the Do 228NG, RUAG Aviation has asserted itself against the competition. "The cost-effectiveness and, despite its sophisticated technology, ease of use sealed the decision in favour of the Do 228NG," enthuses Alexander Müller, Vice President Military Aviation Germany. In addition to the two aircraft, the contract includes comprehensive pilot and aircraft maintenance training for the Navy ground crew on location. Delivery of both aircraft is scheduled for early summer 2013.

Bangladesh jails 665 soldiers for 2009 mutiny

A Bangladesh court Tuesday jailed 665 border guards for their role in a bloody 2009 military mutiny, bringing the total number of soldiers imprisoned for the unrest to over 5,000, a prosecutor said.
Fifty-seven senior army officers were killed during an uprising that began when soldiers at the Bangladeshi Rifles (BDR) headquarters in the capital Dhaka went on a killing spree, later dumping victims’ bodies in sewers and shallow graves.
A special military court in Dhaka found 665 border guards from the force’s 44th Battalion guilty of “masterminding, joining and leading the mutiny”, state prosecutor Lieutenant Colonel Zakir Hossain said.
“Of the 673 soldiers charged, eight were acquitted and the rest were handed out prison terms starting from four months to seven years. A total of 113 soldiers were sentenced to maximum seven years in jail,” Hossain said.

Thirsty South Asia's river rifts threaten 'water wars'


As the silver waters of the Kishanganga rush through this north Kashmir valley, Indian labourers are hard at work on a hydropower project that will dam the river just before it flows across one of the world's most heavily militarised borders into Pakistan.

The hum of excavators echoes through the pine-covered valley, clearing masses of soil and boulders, while army trucks crawl through the steep Himalayan mountain passes.

The 330-MW dam is a symbol of India's growing focus on hydropower but also highlights how water is a growing source of tension with downstream Pakistan, which depends on the snow-fed Himalayan rivers for everything from drinking water to agriculture.

Islamabad has complained to an international court that the dam in the Gurez valley, one of dozens planned by India, will affect river flows and is illegal. The court has halted any permanent work on the river for the moment, although India can still continue tunnelling and other associated projects.

In the years since their partition from British India in 1947, land disputes have led the two nuclear-armed neighbours to two of their three wars. Water could well be the next flashpoint.

"There is definitely potential for conflict based on water, particularly if we are looking to the year 2050, when there could be considerable water scarcity in India and Pakistan," says Michael Kugelman, South Asia Associate at the Woodrow Wilson International Center for Scholars in Washington.

"Populations will continue to grow. There will be more pressure on supply. Factor in climate change and faster glacial melt ... That means much more will be at stake. So you could have a perfect storm which conceivably could be some sort of trigger."

It's not just South Asia -- water disputes are a global phenomenon, sparked by growing populations, rapid urbanisation, increased irrigation and a rising demand for alternative power such as hydroelectricity.

The World Bank has cancelled a $1.2 billion loan for Bangladesh

DHAKA: The World Bank has cancelled a $1.2 billion loan for construction of a bridge in Bangladesh, saying it has credible evidence of corruption involving a Canadian engineering company.  
The global lending agency said it did not receive a satisfactory response from the Bangladesh government after it raised the issue of corruption last year.
It said in a statement Friday that it has evidence pointing to ”a high-level corruption conspiracy” among Bangladesh government officials, executives of Canadian engineering and construction giant SNC-Lavalin, and private individuals in connection with the planned 6.5-kilometer Padma Multipurpose Bridge Project.
Bangladesh Communications Minister Obaidul Quader called the World Bank’s decision regrettable because the government’s Anti-Corruption Commission was still investigating the allegations.
”Such a decision is unfortunate before the investigation is complete,” he told reporters Saturday.
The bank said it earlier sent a team to Dhaka to explain its position and receive the government’s response.
”The response has been unsatisfactory,” it said.
The bank ”cannot, should not, and will not turn a blind eye to evidence of corruption,” it said.
Montreal-based SNC-Lavalin, one of the world’s largest engineering and construction companies, has acknowledged making improper payments to agents to win contracts on two projects. An internal probe resulted in the resignation of its CEO and two other senior executives. The company’s headquarters was searched by Canadian national police in April.
Bangladesh has been rated one of the world’s most corrupt nations by Berlin-based Transparency International.    The World Bank loan, signed In April last year, was part of a funding package for construction of the $2.9 billion bridge, slated to be the country’s longest.
Funding also was expected from the Asian Development Bank, the Japan International Cooperation Agency and the Islamic Development Bank.
The World Bank first brought the corruption allegations in October last year.

Nizami Admits Conducting Genocide In Bangladesh

Jamaat-e-Islami (JEI) Ameer Matiur Rahman Nizami finally admitted before the International Crimes Tribunal that genocide was carried out during the Liberation War in 1971, but denied his own involvement in the war crimes.
Notwithstanding what he says it is well established that Nizami had collaborated with the occupying Pakistani forces in unleashing a reign of terror in Bangladesh. He directly participated in killing freedom fighters, torturing / maiming them, looting their properties and raping Bengali women. JEI and its student wing Islami Chhatra Sangha (ICS) led by Nizami, historically known as anti-liberation forces, actively collaborated with the Pakistani occupation army that committed nine month long atrocities and did everything possible to foil the birth of Bangladesh in 1971.
Both JEI and ICS so long refrained from saying anything about the mass killing and genocide committed during the Liberation War. Nizami was the president of Pakistan ICS (now Islami Chhatra Shibir), which formed Al Badr militia, a band of collaborators, infamous for orchestrating the killing of intellectuals.
Nizami took an opportunity to address the Tribunal as, after reading out of the charges against him, it asked whether he pleaded guilty or not. Otherwise, the man who for decades has been known as the mastermind of the country’s worst and most hated war crimes sat quietly in the dock, intently listening to the charges read before him. ‘I want to clearly say that my role during the war did not extend beyond the sphere of political activities,’ he told the tribunal.
It is well documented that as Operations Commander of Al Badr militia (JEI death squad) Nizami was directly involved in killing thousands of freedom fighters. The people of his own village in Pabna even now call him ‘Moitya Razakar’ (killer / traitor Razakar). Under his supervision and leadership Al Badr militia was organized to eliminate the freedom fighters and their supporters. Apart from killing freedom fighters and supporters of liberation movement of 1971, the objective of ideological warfare waged by Al Badr was to Islamize Bangladesh. With this object in view they short listed the Bengali secular intellectuals, both Hindu and Muslim, and eliminated them. Horrifying stories of killing of intellectuals by Nizami and his Al Badr militia were published in newspapers, both home and abroad, during and after the liberation war.
Nizami was a top ranking Razakar, a force created by the Pakistani ISI. Razakars were the predecessors of today’s Taliban. Although the term Razakar means volunteer in Arabic, in Bangladesh context it means traitors and collaborators of the occupation forces of Pakistan. During the liberation war it was the Razakars who provided intelligence to the occupying Pakistani forces about the whereabouts of the freedom fighters and their supporters / sympathizers; abducted and killed them with the help of Pakistani forces in various army camps and killing zones; burnt their homes and looted their properties; kidnapped thousands of Bengali women, trafficked them to various Pakistan Army camps across the country; and molested / raped more than 400,000 women.
There is no dearth of evidence of Nizami’s involvement in war crimes and crimes against humanity in 1971. Nizami was one among the top ranking JEI ideologues who was responsible for inciting and instigating his cohorts and followers by means of public speeches or newspaper articles supporting the Pakistani occupying forces for their onslaught against the freedom fighters. The JEI mouthpiece Dainik Sangram in its issue of November 14, 1971 quoted Nizami as saying ‘The day is not far off when the young men of Al Badr, hand in hand with the patriotic Pakistani armed forces, will defeat ‘the Hindu forces and their collaborators’ (a term used by the pro-Pakistan forces to mean the freedom fighters) and raise the victorious banner of Islam, all over the world after destruction of India’.
Dainik Sangram reported in its September 15, 1971 edition that Nizami addressed a gathering of the Razakars in Jessore, a bordering district. In his address at the district headquarters of the force, Nizami had spoken thus: “In the hour of national crisis it is the duty of each and every Razakar to carry out his national duties by eliminating those who are engaged in war against Pakistan and Islam.”
People from Nizami’s village in Pabna brought numerous allegations against his direct involvement in killings, arson and lootings. One Abdul Quddus, a freedom fighter from Pabna who spent two weeks in Al Badr torture cell, said that while he was kept confined he overheard many plans drawn up by Al Badr militia under supervision of Nizami to eliminate freedom fighters. On November 26, 1971 a Razakar commander named Sattar took Pakistani forces to Dhauliapara village in Pabna where 30 freedom fighters were arrested and subsequently killed by Sattar under Nizami’s orders, as per Quddus’s statement. Quddus also said that Nizami himself bayoneted to death one Bateshwar Saha, a freedom fighter of Pabna. All these incidents are mentioned in various studies.
In Pabna Nizami led a group of Razakars for killing a 19 year old freedom fighter Latif and his group in September 1971. Latif along with his group was captured by the occupation forces of Pakistan from Dhuliuri village and handed over to Nizami. As per official records Nizami and his associates celebrated after killing Latif and his group. Latif’s brother Shahjahan Ali who was also a freedom fighter and a victim of attack by Nizami and his group survived somehow to tell the harrowing tale. In 1971, Nizami was personally involved in killing thousands of Hindus and became a millionaire within nine months of the liberation war by consficating their assets and properties and extorting large amount of cash and jewellery from the freedom fighters and wealthy Hindus.
Now the International Crimes Tribunal has charged Nizami for involvement in murders and torture of unarmed people during the country’s Liberation War in 1971.The other charges Nizami is facing are hatching conspiracy, planning, incitement and complicity to commit genocide and crimes against humanity during the liberation war against Pakistan.
After framing 16 charges against Nizami, the International Crimes Tribunal set July 1 for beginning his trial. The International Crimes (Tribunal) Act, 1973 only allows a convict to appeal to the Appellate Division of Supreme Court against his conviction and sentence.
The most notable charge Nizami is facing now is his role in eliminating the best brains of the nation through planned killing of intellectuals and professionals prior to Bangladesh’s victory on December 16, 1971.The Pakistani occupation and local auxiliary forces, especially Razakar and Al Badr formed with the members of ICS, carried out selective elimination of respected professionals and intellectuals in the country to give a mortal blow to independent Bangladesh. The victims’ houses were burnt; they were drugged out, often blindfolded, tortured, murdered, and their bodies were dumped in mass graves and other places.
Through above acts and commissions, Nizami committed the crime of genocide to eliminate the intellectuals and professionals. Nizami had conspired with the Pakistani occupation forces, planned and incited crimes, and was complicit in murders, rapes, looting, destruction of property and was responsible for commissioning of crimes in 1971. He had assisted former JEI chief Ghulam Azam, who is also facing similar charges at the tribunal, in forming different auxiliary forces including Peace Committee, Razakar, Al Badr and Al Shams. The Tribunal earlier framed charges against Ghulam Azam saying he played a key role in forming these auxiliary forces that helped the Pakistani forces commit atrocities across the country

Warfare centre to help fight terrorism: US envoy (Bangladesh)

The commissioning of Special Warfare and Diving Salvage Centre (SWADS) in Chittagong and the installation of Radiation Detection System (RDS) in its port will help Bangladesh protect its maritime border and combat terrorism, the US Ambassador said on Tuesday.
 
Van W Mozena was talking to reporters after the inaugural ceremony of the computerised Container Terminal Management System and RDS at the Chittagong Port.
 
The ambassador said the commissioning of SWADS centre at the BNS Issa Khan Naval Base is a result of a partnership between America and Bangladesh.
 
He said the centre would create capacity and capability for Bangladesh to defend its maritime borders against piracy, terrorism, smuggling of drugs, human-trafficking and stealing of fish, and also to protect maritime assets.
 
“My government has contributed 28 million dollars to support the establishment and the growth of SWADS centre through providing equipment and training,” Mozena said.
 
He said the installation of RDS system in Chittagong Port is also very important.
 
The project helps screen containers coming into Bangladesh and leaving the country for nuclear and radioactive materials.
 
Mozena said Bangladesh now sends its export items to various markets around the world, including America. All these markets are protected against nuclear materials and radioactive items.
 
Bangladesh can protect itself against terrorism through the system, he hoped.
 
Under the RDS system installed in July, 12 portal monitors have been set up at four entry gates of the port, said sources, adding that the USA has spent $15 million to set up the system.

Bangladesh air force imports Chinese FM-90 missile system

 

Prime Minister Sheikh Hasina yesterday inaugurated the induction of first ever China-made surface-to-air missile system into the Bangladesh Air force (BAF) saying her government would continue its efforts for modernisation of the country’s armed forces.
 
The Bangladesh armed forces have witnessed a significant improvement during the tenure of the Awami League government and the process would continue in future, she said while addressing a function on the occasion at Kurmitola Base of the BAF in Dhaka city.
 
The prime minister said: “Today is a historic day for the BAF as induction of this short range air defense system is a big step forward towards modernisation of the air force.”
 
She referred to her government’s steps taken for modernisation of the air force during the period of 1996-2001, and said: “In this tenure we have already completed a full-fledged air base and maintenance unit in Cox’s Bazar while many other development projects aregoing on.”
 
She said: “Father of the Nation Bangabandhu Sheikh Mujibur Rahman soon after the independence initiated for building a modern and well-equipped armed forces. In his initiative, sophisticated Mig- 21 fighter plane and cargo aircraft, helicopter and radar were inducted in the air force.”
 
In continuation of that process, the Awami League government during its previous tenure introduced various equipment and fighter planes including Mig-29 and F-7, new jet training aircraft and helicopter for the BAF.
 
The prime minister urged the members of the BAF to acquire professional skills and build them as efficient pilots, engineers and air force personnel. “Hard labour, acquisition of new technologies, and correct application of the acquired knowledge are essential for a modern air force,” she noted.
 
The FM-90 surface to air missile system, introduced with the support of China, has an advanced all-weather surface to air missile system. This ground based air defence weapon system is capable of engaging targets flying at low or very low altitude. As the prime minister arrived at the Kurmitola Air Base, Chief of the BAF Air Marshal Shah M Ziaur Rahman received her.
 
On this occasion a colourful march past of the air force was held. The prime minister inspected the march past and took salute.
 
The inauguration ceremony was followed by an attractive fly past by jet fighters of the air force.

Bangladesh Navy has Ordered 3 large Fast Missile Crafts From China




 According to BMF, Bangladesh Navy has ordered 3 large missile crafts from China. Currently two are being built in China. New 3 large missile crafts of 600 ton displacement.
Specs:

1 x Chinese AK-176M 76.2 mm, 4 x 2 C-802A anti-ship missiles, 2 x 6-cell RDC-32 ASW rocket launchers, 2 x CIWS.

Separately 5 of 300 ton displacement are being built in Bangladesh Navy's own dockyard.
