ThalesRaytheonSystems Completes Command and Control System for Malaysian MoD

ThalesRaytheonSystems announced full system acceptance has been finalized with the Royal Malaysian Air Force for the Malaysian Air Defense Ground Environment Sector Operations Center III (MADGE) Program. ThalesRaytheonSystems provided the Malaysian Ministry of Defence an enhanced national command and control system.
“The C2 system we’ve executed in Malaysia represents technological integration at its best,” said Kim Kerry, CEO of U.S. Operations for ThalesRaytheonSystems. “We worked with our Malaysian customers to integrate their legacy system and have augmented it with proven technologies, such as the Sentry® command and control system and the Ground Master 400 (GM 400) radar. The result is a system that reliably and effectively meets their requirements.”
The MADGE system operates in real-time and features multi-radar tracking and a flexible human-machine interface. The GM 400 radar will provide additional long-range surveillance capabilities for the Royal Malaysian Air Force.

The RAF Typhoon display team at this year's LIMA Air Show

The Royal Air Force to send a number of multi-role Typhoon icts combat aircraft from the UK to media events in Malaysia
 
We welcome the announcement by the Royal Air Force (RAF) That It Plans to send a number of multi-role Typhoon icts combat aircraft from the UK to supporting the upcoming 'Five Powers Defence Agreement Exercise' hosted by Malaysia in April and the aussi Langkawi International Maritime & Air (LIMA 2013) Show on March 26.

We are one of four partners in the European industrial furnace nation Eurofighter program. With our regional office based in Kuala Lumpur, we are taking the lead on Behalf of the four partners to offer Typhoon to the Royal Malaysia Air Force to meet icts requirement for a new multi-role combat aircraft (MRCA) over the coming years.

Regional Managing Director, John Brosnan is looking forward to welcoming the team When it arrives in Langkawi ahead of the show.

Malaysia, Pakistan to jointly manufacture UAV, satellites


Malaysia has welcomed Pakistan’s offer to jointly manufacture tactical unmanned aerial vehicles (UAV) and satellites to boost our defence industry.

Revealing this, Defence Minister Datuk Seri Ahmad Zahid Hamidi said that Pakistan had made an impression on him of its capability to manufacture the said items on a large scale, which could mutually benefit both nations.

“Pakistan was convincing in terms of producing long-range UAVs, along with other strategic assets and equipment .

“With such offers, Malaysia need not depend solely on a country for such expertise,” he told newsmen after receiving a courtesy call from Pakistan’s joint chiefs of staff chairman Gen Khalid Shameem Wynne at the former’s officer in Jalan Padang Tembak, today.

Malaysian PM caught up in murder, bribery scandal

THE plot has all the trappings of a B-grade movie: the murder of a glamorous Mongolian socialite amid
But these are real-life events, and they could set back the chances of Malaysia's ruling coalition in an election that Prime Minister Najib Razak must call by midyear.
Mr Najib denies involvement but the allegations will not go away. The internet in Malaysia is running hot with allegations by a disaffected businessman, Deepak Jaikishan, who is well connected in the ruling United Malays National Organisation.
They relate in part to the alleged cover-up of the murder of 28-year-old Mongolian fashion model and translator Altantuya Shaariibuu in a patch of jungle in the Kuala Lumpur suburbs in 2006.
The second part of the controversy is driven by an inquiry in France into a complex money trail left by Malaysia's $US2 billion purchase of two French-Spanish built Scorpene submarines in 2002 while Mr Najib was defence minister.
Ms Shaariibuu worked as a translator in the latter stages of the deal negotiations.
The link between the two events is a Ferrari-driving businessman, Abdul Razak Baginda, one of Mr Najib's best friends and policy advisers, who was the director of the Malaysian Strategic Research Centre.
Mr Najib, who is preparing to contest his first election since being installed in power by his party in 2009, denies ever meeting Ms Shaariibuu or having any link with her. The government denies any wrongdoing in the submarine purchases.
Your Ad Here But it was two of Mr Najib's bodyguards who dragged Ms Shaariibuu from a car, knocked her unconscious and shot her twice in the head on October 19, 2006, according to court testimony. She had begged for her life and apparently that of her unborn child.
The killers then wrapped her body in C4 plastic explosives obtained from the military and blew her up, ensuring the foetus was destroyed along with the identity of the father. For good measure, they erased her entry into Malaysia from immigration records.
The Scorpene submarine story has been tumbling out since 2002 when Mr Najib ordered them from French ship builder DCNS.

Eurocopter delivers the first two Royal Malaysian Air Force EC725s from an order for 12 medium-lift, twin-engine helicopters

The initial two Eurocopter EC725 helicopters for the Royal Malaysian Air Force were formally presented today during a ceremony in Kuala Lumpur, with the first unit being delivered on time and the second unit coming three months ahead of schedule.

Malaysia is to receive a total of 12 EC725s through 2014, creating a highly capable fleet of rotorcraft for search & rescue and utility missions.

“Our EC725s will significantly improve the Royal Malaysian Air Force’s capabilities and ensure its helicopter inventory is modern, mission-ready and reliable,” said Defense Minister Dr. Ahmad Zahid Hamidi.The no. 1 EC725 was first unveiled to Malaysia in December 2011 via a live video broadcast from Eurocopter’s Marignane, France headquarters – organized just after its rollout from the production line. It was beamed to Malaysia’s Langkawi Maritime & Aerospace Exhibition, for an audience that included Malaysian Prime Minister Datuk Seri Najib Tun Razak. One year later, the first helicopter arrived in Malaysia on schedule, along with Eurocopter’s handover of the second EC725 three months in advance of the contractual delivery schedule.

“This delivery milestone is the result of the collective effort and great co-operation between the teams from Royal Malaysian Air Force and Eurocopter working towards a common goal,” highlighted Olivier Lambert, Eurocopter’s Senior Vice President for Sales and Customer Relations. “We are committed to ensure the successful delivery of the remaining orders, and stand ready to provide for all of Malaysia’s future mission needs.”

In supporting the deliveries of Malaysia’s EC725s and enhancing Eurocopter’s in-country support and services activities, the Eurocopter Malaysia subsidiary will double its capabilities by moving from its main facility in Subang to a new, expanded site within the Malaysian International Aerospace Center in early 2013.

Britain Offers Malaysia RM10bil Arms Package

The British government has offered Malaysia an arms package which can be worth more than RM10 billion if all options are exercised.

The proposed package includes new Hawk jet trainers, advanced frigates, howitzers and future soldier systems for the army, industry sources told theSun.

Separately, the British government is also backing the offer by BAE Systems to sell 18 Eurofighter Typhoon fighter jets for the Royal Malaysian Air Force's multi-role combat aircraft (MRCA) requirement.

The sources said they do not expect any deal to be signed soon as the offer needs to be studied in detail.

In 1988, the British government under the then prime minister Margaret Thatcher presented a similar package to Malaysia, resulting in the procurement of Hawk trainers and frigates worth some RM4.9 billion in 1992.

According to sources, the current offer has been made as Britain seeks to boost its defence exports amid severe cutbacks in military spending by the United States and Europe.

Furthermore, without a government-to-government deal, British companies are facing difficulties when promoting their arms to Malaysia, the sources said.

Malaysia says purchase of submarines followed legal procedures

Malaysia’s Defense Minister Ahmad Zahid Hamidi said the Auditor-General has already explained that the purchase of Scorpene submarines was made according to legal procedures and his official report must be accepted by all.
In response to the opposition’s plan to bring in a French lawyer, William Bourdon, to brief the Malaysian lawmakers on court proceedings in France on the purchase of the submarines, Zahid hoped no side would twist the existing facts on the matter.
He was also in the opinion “that the lawyer was invited to Malaysia by the opposition merely with political motive and not so much for legal business.”
Prime Minister Najib Razak has already dismissed the charges, which include allegations of corruption in the $1.1 billion submarine purchase in 2002.
Still, Malaysia’s online media in the past couple of months have been active, charging the now Prime Minister with new “evidence” that opposition-leaning rights group Suaram and its lawyers say has been turned up by French judges probing the case.
The claims come at a sensitive time for Najib, who is preparing for elections, which he is expected to call soon.

Matrade Eyes RM761mil from Indochina Mission

Locally-made defence products to be exported under the potential contracts include unmanned aerial vehicles, fast interceptor craft, specialised military vehicles, simulation and training equipment, software, communications/command systems, as well as military maintenance, repair and overhaul services.



KUALA LUMPUR: The Malaysia External Trade Development Corp (Matrade) expects to generate sales of RM761mil from the Specialised Marketing Mission (SMM) on the defence industry to Indochina.
The SMM, the first such mission by Matrade, was held in Phnom Penh and Hanoi over six days from Sept 10.
In a statement yesterday, Matrade said Cambodia saw potential sales of RM629.5mil while Vietnam concluded potential sales of RM131.5mil.
The mission's objectives included the expansion of trade and economic collaboration between Malaysia, Cambodia and Vietnam in defence-related products and services, while strengthening existing business networking with the two nations.
Eight participating Malaysian companies were involved in a number of meetings including with the Deputy Prime Minister of Cambodia Gen Tea Banh who is also the country's defence minister.
The delegation also met with the Cambodian deputy commander of the armed forces cum the commander of the Prime Minister's bodyguard unit, the most influential and important military service in Cambodia, as well as with the army, navy, air force and police.
In Vietnam, the mission met with the Vietnamese foreign relations department responsible for the Vietnamese defence industry, and conducted business visits to two government-linked companies that are among five such agencies allowed to trade in defence and security products and services for the Vietnamese government.

No Additional Defence Budget for Mindef in 2013

2013 Budget: Govt to focus on socio-economy
KUALA LUMPUR: There will be no additional allocation for the Ministry of Defence (Mindef) in the 2013 Budget to give more space to the government to focus on improving the people's socio-economy, said Defence Minister Datuk Seri Dr Ahmad Zahid Hamidi.
He said the ministry was satisfied with the discussions held with the Finance Ministry and was not expecting any increase in allocation for it in the coming budget. 
"This is because we feel that socio-economic programmes should be given top priority.
"As for defence activities, we will continue with the existing training and preparing ourselves for readiness to face any potential threat," he said on the 2013 Budget yesterday.

China and Malaysia Vow to Strengthen Military Cooperation

Senior Chinese and Malaysian military officials agreed Monday to further strengthen military cooperation between the two countries in a bid to maintain peace and stability in the region.

Positive signs have been seen during the first China-Malaysia defense and security consultation and the talks between Ma Xiaotian, deputy chief of the general staff of the Chinese People' s Liberation Army (PLA) and senior Malaysian officials including Defense Minister Ahmad Zahid Hamidi.

China and Malaysia should strengthen mutual trust while broaden cooperation in order to safeguard common interests and address the challenge faced by both countries in the context of a complicated global and regional situation, said Ma during his talks with Zahid Hamidi.

The Malaysian defense minister praised China for its positive role in bilateral cooperation since the establishment of diplomatic relations between the two countries in 1974.

Malaysia sees China as its close partner, and is willing to solve disputes between the two countries through bilateral negotiations, Zahid Hamidi said.

He hopes the defense ministries and the armed forces of the two countries continue their efforts in strengthening mutual exchange and cooperation.

High Court rejects probe into Malayan Emergency 'massacre'

Campaigners calling for an official investigation into the alleged massacre of 24 Malaysian rubber plantation workers by British troops more than 60 years ago lost a High Court fight today.

relatives of victims challenged a Government decision not to hold an inquiry into the shootings at Batang Kali, Malaya, in December 1948.
Judge ruled against them following a hearing in London in May.
British troops were conducting operations against communist insurgents during the Malayan Emergency when the plantation workers were killed, judges heard.
Relatives described the alleged killings as a "a blot on British colonisation and decolonisation" and said there was enough evidence to justify an independent inquiry.
They asked judges to overturn the Government's refusal to hold a formal investigation.

Clinton To Urge ASEAN Unity On South China Sea

U.S. Secretary of State Hillary Rodham Clinton is calling for Southeast Asian states to present a united front to the Chinese in dealing with territorial disputes in the South China Sea.

Clinton will be in Indonesia's capital Monday to offer strong U.S. support for a regionally endorsed plan to ease rising tensions by implementing a code of conduct for all claimants to disputed islands. Jakarta is the headquarters of the Association of South East Asian Nations, and Clinton will also press the group to insist that China agree to a formal mechanism to reduce short-term risks of conflict and ultimately come to final settlements over sovereignty.

She wants "to strengthen ASEAN unity going forward," a senior U.S. official told reporters on board Clinton's plane as she flew from the Cook Islands to Australia for a brief refueling stop en route to Indonesia.

China tries partnership approach

Chinese  foreign minister Yang Jeichi  said over the weekend that Beijing “highly values the importance  of developing the strategic partnership with the Association of Southeast Asian Nations and is committed to its bigger role in East Asian cooperation and regional integration.”

Yang made the statement at the close of his two-day visit to Kota Kinabalu in East Malaysia,  the second  of a three-nation swing  in Southeast  Asia  which, curiously,  does not include Hanoi and Manila,  which are challenging Beijing’s claims to the islands in  the South China Sea.
Yang earlier  made a similar two-day stopover  in Jakarta, and  is set  to  travel to Brunei today  to cap a three-nation diplomatic  blitz.

PakIstan-Malaysia to boost defence coop


Pakistan and Malaysia have agreed to further strengthen their defence and strategic relationship following the conclusion of 10th Pakistan-Malaysia Joint Committee of Defence Cooperation (JCDC) Meeting held in Islamabad.

A high-powered Malaysian delegation led by Dato Sri Dr Haji Ismail Haji Ahmed, Secretary General of the Ministry of Defence, Malaysia attended the JCDC meeting and held constructive meetings with several top officials of Pakistani defence establishments. The two sides also agreed to the need for further promotion of closer cooperation particularly in areas of Defence and Defence Production.

Pak–Malaysian Defence Cooperation dates back to early 1959, when Malaysian Armed Forces (MAF) personnel started receiving military training in institutions in Pakistan. An MoU on defence cooperation was signed during the visit of Pakistan’s Prime Minister in August 1997.

The Malaysian deference official called on the Federal Minister for Defence Production Sardar Bahadur Ahmed Khan Sihar at the Ministry of Defence Production. A day later Dato Sri Dr Haji Ismail Haji Ahmed also called on Secretary Ministry of Defence Production Lt Gen Shahid Iqbal and discussed matters of mutual interest. Pakistani officials briefed him about the potential of defence industry of Pakistan. Need for close cooperation in areas of Defence Production were emphasized by both the sides.

Dato Sri Dr Haji Ismail Haji Ahmed, who also holds the portfolio of Secretary of Malaysian Industry Council for Defence, Enforcement and Security (MIDES), showed his keen interest in areas of Defence Production during his visit to Pakistan Ordnance Factory (POF) and Heavy Industries Taxila (HIT).

Last year Lt Gen. ® Syed Athar Ali, former Secretary Defence visited Kuala Lumpur from 17-20 July 2011 along with a delegation to attend 9th Pak-Malaysia Joint Committee on Defence Cooperation (JCDC) meeting. During his stay in Kuala Lumpur, he held meetings with the Secretary General Ministry of Defence and Chief of Royal Malaysian Air Force.

Government Requests Additional RM13.7 Billion (Malaysia)

The government has tabled a RM13.79 billion Supplementary Supply Bill 2012 to seek an additional operating expenditure.

Deputy Finance Minister Datuk Seri Dr Awang Adek Hussin tabled the Bill for first reading at the Dewan Rakyat Thursday.

The allocation is meant to cover operating costs incurred by 14 ministries, Treasury General Services, the Election Commission (EC), Treasury and the Prime Minister's Department (JPM).

Of the sum, the largest amount will be allocated to the Treasury General Services (RM11.2 billion), followed by the Works Ministry (RM446 million), and the Domestic Trade, Cooperatives and Consumerism Ministry (RM404 million).

This is followed by the EC (RM360 million), the Home Ministry (RM353.5 million), the Defence Ministry (RM210 million), the Education Ministry (RM195 million) and JPM (RM112.9 million).

Malaysia becomes first export customer for Gowind corvettes





DCNS and its local partner Boustead Naval Shipyard have won a US$2.8 billion contract to supply six Gowind patrol vessels to Malaysia, in the type’s first export order. The first corvette will be delivered in 2017, with others following at six-monthly intervals.

In October 2010 Boustead received a letter of intent from the Malaysian government that requested it to build six second-generation patrol vessels. Boustead Naval Shipyard (BNS) was selected for the contract in early December last year,




However, the contract was put on hold for several days as BNS and DCNS wanted the vessel to carry the SETIS combat management system designed by DCNS, while the Royal Malaysian Navy wants the Tacticos systems, developed by Thales and integrated onto the navy’s KD Kasturi vessel.

DCNS competed with Dutch firm Damen and TKMS of Germany, which is one of the Malaysian navy’s traditional suppliers, having delivered six Meko corvettes between 2004 and 2010.

DCNS has already established a relationship with Boustead through a 2009 joint venture to maintain two diesel-propelled Scorpene submarines used by the Malaysian navy. DCNS previously sold six frigates to Malaysia's neighbour Singapore, five of which were built in Singapore.

The Gowind vessels are 100 metres long and displace 2 400 tons. They can each carry one medium helicopter (Eurocopter EC 725 Cougar) and will be fitted with a 57 mm gun, surface-to-air missiles and torpedo launchers.

The Gowind class is built under a DCNS-funded programme. The first ship, L'Adroit, was made available to the French Navy on October 21 last year as part of DCNS's ambition to win a larger share of the markets for small- and medium-displacement surface ships.

Over the next three years, the French Navy will thoroughly test the vessel, designed for current and emerging maritime safety & security missions, including fisheries surveillance, drug interdiction, environmental protection, humanitarian support and search and rescue at sea.

With two crews rotating every four months, L'Adroit will offer a high level of at-sea availability, spending 220 days a year on operational missions.

L'Adroit has a length of 87 metres, an at-sea endurance of more than 3 weeks and a range of 8 000 nautical miles. With a top speed of 21 knots, the vessel has a helicopter flight deck and can accommodate UAV operations. It is designed for reduced crewing, with a complement of 30 and space for 30 passengers.

Innovations and capabilities of special interest to ship-based naval, commando and coast guard forces include a panoramic bridge offering 360° visibility, a single enclosed mast offering 360° sensor visibility, covert deployment of fast commando boats in less than five minutes and full provision for unmanned aerial and surface vehicles (UAVs and USVs).
