All War Departments are now Defense Departments. This is all part of the doubletalk of our time. The aggressor is always on the other side.

New China stealth fighter rival to US F-22 Raptor?
China may be building its
own version of next-generation fighter planes, which are touted to have
similar capabilities like US’ latest breed of super jet fighters, a new
report has revealed.
The Pentagon’s 2012 annual report revealed that the January 2011 flight
test of China’s next-generation fighter prototype, a J-20, highlights
China’s ambition to produce a fighter aircraft that incorporates stealth
attributes, advanced avionics, and super-cruise engines.
The report comes a month after a second prototype of the J-20 was
reportedly spotted hovering around a Chinese airfield, more than a year
and a half after China’s only other known prototype made its first
public flight.
According to ABC News, the three attributes described by the Pentagon
are among the advanced capabilities of a F-22 Raptor, the stealth
fighter jet introduced by the US Air Force and manufactured by Lockheed
Martin, which has been named as the most sophisticated fighter plane on
the planet.
However, currently the entire fleet of F-22s, which cost the US
government an estimated USD 79 billion, has been slammed with strict
flight restrictions due to safety concerns for pilots.
Although reports suggest that China may not be possessing more than a
couple J-20s, a US government report on Chinese weapons systems released
last month claimed US intelligence as estimating that at least some
J-20s could go combat operational as soon as 2018.

China’s J-20 to be effective capability by 2018
Washington
believes the J-20 could achieve an "effective operational capability" by
2018, and suggests the aircraft's role is as not a
fighter, but rather a long-range attack platform. It says engine
technology is the main challenge China will face in developing the J-20.
The US
Department of Defense's annual report to Congress, entitled "Military
and Security Developments Involving the People's Republic of
China," covers all aspects of China's defence modernisation.
"The J-20 will eventually give the People's Liberation Army Air
Force a platform capable of long-range, penetrating strikes into complex
air defense environments," said the report.
There
has been debate in defence circles as to the exact role of the J-20.
Some have speculated that it is intended as a direct rival
to the Lockheed Martin F-35 Lightning II fighter. Another popular theory indicates that it is designed specially
for long-range attacks against American aircraft carriers and other targets.
One table in the report underlined the speed and scale of PLAAF modernisation over the last decade.
In 2000, around 2% of its platforms were considered modern,
whereas today the number is 25%, with the force being filled out with
types such as the Sukhoi
Su-27 and Su-30, as well as the Chengdu J-10.
The report indicated that most of China's modernisation efforts
are aimed squarely at being able to prevail in a conflict over Taiwan,
which China views as a breakaway province.
China has a total of 1,680 fighter aircraft, of which 330 are
stationed within range of Taiwan, where they are opposed by Taiwan's
fighter fleet of just 388 aircraft. As for bombers and
attack aircraft, 160 are within range of Taiwan, out of a total
of 620.
"Currently, 490 aircraft could conduct combat operations against
Taiwan without refueling," said the report. "This number could be
significantly increased through any combination of aircraft
forward deployment, decreased ordnance loads or altered mission
profiles."
A war over Taiwan could draw in the USA. Recognising this, China
has developed new capabilities tailored for an "anti-access" strategy,
aimed at delaying or preventing American intervention.

Chengdu J-20
The predecessors of the J-20 are the Chengdu J-10, Shenyang J-11, Shenyang J-15 and the JF-17 Thunder. NATO was aware of the development of the J-20 and gave it the codename J-XX.
On December 22, 2010, the J-20 was under going high speed taxi tests at its Chengdu facility with no confirmed flight tests yet; however, it has been reported that top level officials are coming to the Chengdu facility to witness the first flight test.
The J-20, which appears to be somewhat larger and heavier than the comparable Sukhoi T-50 and Lockheed Martin F-22 Raptor, is a single-seat, twin-engine aircraft.
