India to train, support Indonesian Sukhoi fleet

New Delhi - In a move that will significantly shore up bilateral military ties, India has agreed to train and support the Indonesian Air Force in operating its fleet of Russian Sukhoi fighter jets. It will shortly send a high-level team to work out the details of a support package.

While India had a similar agreement with Malaysia that also operates the fighter jets, the decision to cooperate in training, technical help and spares support with Indonesia has been taken during the ongoing visit of Defence Minister A K Antony to Jakarta.

The Indonesian Air Force currently operates both the Su 27 and Su 30 fighters and will eventually have 16 of them in service, if more orders are not placed.

In the past, Jakarta has had a pact with China to train its pilots and provide technical support for the fighter fleet.

Given that India also operates the fighters and will have one of the largest fleets in service once all the 272 jets enter service, Jakarta has been interested in seeking New Delhi’s assistance for technical support and training.

In his interaction with top Indonesian officials in which the issue came up, Antony has said that a “high-level Indian Air Force team would be sent to finalise details of training and spares support package”. The team, Antony conveyed, will be sent across “once the Indonesian Air Force firms up its requirements”.

Indonesia develops drone to monitor border regions

A small green aircraft flew in the blue sky over the Halim Perdanakusuma airbase in East Jakarta on Thursday morning. The unmanned aerial vehicle (UAV) features all the characteristics of a surveillance drone, except for its thunderous sound.
“The plane is designed to carry out surveillance. Given its noise levels, however, its targets would easily become aware of its position,” Research and Technology Minister Gusti M. Hatta said during the drone’s flight demonstration, which was also attended by Defense Minister Purnomo Yusgiantoro. The drone was developed jointly by the Agency for the Assessment and Application of Technology (BPPT) and the research and development division at the Defense Ministry. Purnomo said after the demo that a squadron of drones would soon join the Indonesian Air Force (TNI-AU), making Indonesia one of a few countries that develop UAVs. The aircraft, according to the minister, would be placed in the country’s vast border regions. Indonesia shares land borders with Papua New Guinea to the east, Malaysia and Brunei Darussalam on Borneo, and Timor Leste on Timor Island. Most illegal migrants enter the country along these borders. As of August this year, some 7,370 migrants had illegally entered Indonesia via Nunukan in East Kalimantan, which directly borders Malaysia. Aside from surveillance, the UAVs can also be equipped with military applications. “These UAVs can be upgraded to fire missiles and to carry bombs,” Purnomo said. Currently, the BPPT and the Defense Ministry’s research and development division have created around 12 UAV prototypes, which bear names including Sriti, Alap-Alap, Gagak, Pelatuk and Wulung. Wulung, which was tested on Thursday, has a wingspan of about 6 meters, a height of 1.2 meters and a length of around 4 meters. The aircraft performed surprisingly well during the test flight. Despite the country’s achievement with the UAVs, the BPPT’s

Indonesia Seeks Rules Of Road For South China Sea

Indonesia is circulating among Southeast Asian nations a draft code of condu
ct for the South China Sea, hoping for progress before a regional summit in November, its foreign minister said Tuesday.

Foreign Minister Marty Natalegawa has been trying to patch up differences among Association of Southeast Asian Nations members on how to manage the maritime territorial disputes that pit China against several of its neighbors in a region where sea lanes are crucial to world trade, rich fishing grounds and potentially major reserves of natural gas and oil.

He said that the situation in the region — also rattled by a separate island dispute between China and Japan — is very troubling, but countries including China appreciate they have much to lose from conflict.

"There's a recognition that the countries of the region have prospered and have developed precisely because there's been very benign, stable conditions," Natalegawa told The Associated Press on the sidelines of the U.N. General Assembly's annual gathering of world leaders. "This is something we don't want to be tinkering with. It could become like a Pandora's box."

Indonesia, China to Sign Missile Production Agreement

Indonesia is holding talks with China to produce C-705 anti-ship missiles on the Indonesian island of Java as part of a bid to become more independent in manufacturing weapons. The deepening defense ties come as tensions brew over territorial disputes in the South China Sea between China and the Association of Southeast Asian nations [ASEAN].

Plans to jointly produce the missiles first emerged this July, and the conversation was continued when Chinese Foreign Minister Yang Jiechi visited the Indonesian capital Jakarta last week.

The Defense Ministry has confirmed that a contract for the missile production will be signed between Indonesia and China in March 2013.

Indonesian Foreign Ministry spokesperson Michael Tene said the cooperation is part of a broader goal to expand Indonesia's military capabilities.

Indonesia wants to modernize its military equipment to increase capabilities of the Army.

The weaponry of Indonesian armed forces (TNI) is going to be gradually modernized as the sound economy supports financing amid the higher demand for professionalism of the forces. The modernization solely aims to offset the country's long absence on improving the weaponry that would put it in one par with ASEAN peers.
While more tasks, including in handling catastrophes and taking part in the international peace mission, as well as overcoming national threat such terrorism and transnational crimes, are waiting for the participation of the forces.

This clearly indicates that the rise of defense budget and the purchase of more Sukhoi jet fighters, tanks and other military equipment is not aimed at triggering arm race in the region.
