he Air Force’s 9th Contracting Squadron intends to issue a firm-fixed price contract to Spectrum Comm. Inc. next month to provide Advisory & Assistance Services to a fleet of MC-12W “Liberty” intelligence planes based at Beal Air Force Base in California. The 9th Contracting Squadron announced the contract award on Friday in documents released through the Federal Business Opportunities website.
The MC-12W is a medium altitude, twin-engine, turboprop aircraft. The aircrew consists of two pilots, a sensor operator and a cryptologic operator. Its primary mission is to provide intelligence, surveillance and reconnaissance support directly to ground forces.
The Spectrum contract is for specialized Advisory & Assistance Services to normalize and deploy the MC-12W aircraft system. Contractor support is required for project planning, mission planning, information technology standardization and evaluation, unit deployment manager and logistics, logistics maintenance, scheduling/registrar, information technology, security and information assurance management, and weapons and tactics support to develop and execute medium altitude tactical manned aircraft reconnaissance and
intelligence collection processes at Beale and other locations worldwide. Performance under this contract requires the contractor to operate a facility cleared to the Top Secret clearance level. The contract will run for three months, with three, one-month option periods. A follow-on competitive task order contract is projected for award around May 1, the Air Force said in contract documents.
